“一带一路”背景下中印医药产业合作:机遇、挑战与路径  

The Belt and Road Initiative and Sino-India Cooperation in the Pharmaceuticals Industry:Prospects,Challenges and Paths Forward

摘　　要：在印度推进"一带一路",要更加突出其经济属性,更加强调市场的作用,要培育新的合作增长点,夯实共同利益基础。产业合作既是"一带一路"建设的重要内容,也是国家间经济合作的重要内容。医药产业是印度的优势产业,也是印度希望加强与我国合作的产业。在"一带一路"背景下,中印医药产业合作既面临难得的机遇,也遇到一些挑战,但就发展趋势来看,障碍正在逐渐减少。推进中印医药产业合作,需要政府部门、行业商会和药企的共同努力,关键在于选准合作领域和路径。加强中印医药产业合作,有助于培育中印经济合作新的增长点,有利于弱化印度对"一带一路"的担心,从而有利于"一带一路"在印度乃至整个南亚地区的推进。As India endeavors to promote the Belt and Road Initiative,it should place more emphasis on the characteristics of its economy,introduce a stronger role for the market,develop new points for cooperation,and consolidate the foundation upon which shared interests can be established.Industrial cooperation is a critical aspect of the development of the Belt and Road Initiative,and is further a mainstay of economic cooperation between states.From India’s vantage point,pharmaceuticals represent a key industry within which India maintains a comparative advantage,and is also one area where it seeks greater cooperation with China.Against the backdrop of the BRI,Sino-India cooperation in the pharmaceuticals sector presents a very unique opportunity,and while there are some outstanding challenges,trends indicate that these can be overcome.Advancing Sino-India cooperation in the pharmaceuticals sector will require the joint efforts of government agencies and industry associations,with the key being the selection of appropriate directions and modalities for cooperation.Enhancing China-India cooperation in pharmaceuticals can help to open a new chapter in China-India economic cooperation,and may be beneficial in terms of reducing India’s broader concerns related to the BRI.This in turn can help advance the BRI in both India and South Asia more broadly.
