摘 要:从财政投入的角度对天津市内区县2004~2016年间基础教育均等化水平进行了测量和分析,结果表明,基础教育的不均等化不仅存在于市区和郊区之间,市区之间也存在明显的差异,这一时间段内均等化水平起伏比较大,且并未显著改善。通过对相关因素的分析发现,区县之间经济发展水平和财政能力的差异有利于均等化水平的提升,财政分权对均等化水平的提升显示了负影响,市政府对基础教育的投入比例降低会引起均等化水平的降低。政策因素对均等化水平也显示显著影响。this paper evaluates equalization of basic education investment in the city of Tianjin during 2004 - 2016. The resuhs show that the inequality of basic education not only exists between the urban and rural areas, there are obvious differences between the areas, this period of time the level of equalization shows relatively large fluctuations, and did not significant improvement. Additionally, it analyses the effect of some factors on improving equality of basic education. The analysis reveals the differences of economic development level and financial capacity between areas improve equalization of basic education; fiscal decentralization on the equalization level shows negative effect, reduce the proportion of basic education expenditure and general budget expenditure the equalization level will decreases. Policy factors also have a significant impact on the equalization.
