摘　　要：中国特色社会主义进入了新时代,党的十九大报告为我国转变经济发展方式指出了新的思路和亮点。中低技术产业在中国工业经济体系中扮演着相当重要的角色,产业结构要优化升级更需要关注中低技术产业创新。本文利用二阶段的古诺模型,分析影响企业是采取创新还是模仿策略的因素,并结合中低技术产业的创新特征进行分析,认为中低技术产业创新需要高技术产业创新驱动;中低技术产业内部创新投入低、创新效率高。因此应加大对其创新研发的投入,投入的重点在于组织创新和设计创新方面;同时应依据不同的行业技术特点制定适宜的知识产权制度,提升中低技术产业企业创新意愿与产出,并且产业保护政策与竞争政策要相协调。The socialism with Chinese characteristics has entered a new era, and the report of the 19 th National Congress of the CPC pointed out a new thought and highlight for the transformation of economic development mode in China. The low and medium technology industry plays a very important role in China’s industrial economic system. To optimize and upgrade the industrial structure, it is necessary to pay more attention to the innovation of the low and medium technology industry. Based on the twostage Cournot model, this paper analyzes the factors that influence whether the enterprises adopt innovation or imitation strategies, and analyzes the innovation characteristics of the low and medium technology industries. It is pointed out that the innovation of middle and low technology industry needs to be driven by high technology industry innovation. Due to low investment and high efficiency of innovation in the middle and low technology industry, the investment in innovation and R＆D should be increased, and the emphasis of investment lies in organizational innovation and design innovation. At the same time,it is necessary to formulate appropriate intellectual property system, promote innovation willingness and output of middle and low technology industry enterprises and coordinate industrial protection policy with competition policy according to different technical characteristics of industry.
