摘　　要：在对山西省大众创业、万众创新政策环境和体系进行梳理的基础上,分析了创新创业政策取得的成效,并针对创新创业政策体系及贯彻落实中存在的不足和问题,从加强顶层设计、完善创新创业重大政策和制度、优化完善支持创新创业的政策体系、细化提高政策的可操作性、深入推进简政放权、探索多元化科技投入机制、强化创新创业政策宣贯等方面,提出了对策建议。On the basis of combing the policy environment and system of mass entrepreneurship and innovation in Shanxi Province,this paper analyses the achievements of innovation and entrepreneurship policy,aiming at the shortcomings and problems of innovation and entrepreneurship policy system and its implementation,puts forward some countermeasures and suggestions from the aspects of strengthening the top level design,improving the major policies and systems of innovation and entrepreneurship,optimizing the policy system of supporting innovation and entrepreneurship,improving the maneuverability of policy,pushing forward streamlining administration and delegating power,exploring the diversified investment mechanism of science and technology,strengthening the promotion and implementation of the policy of innovation and entrepreneurship and so on.
