摘　　要：按照疾控中心卫生检测实验室的公益性和市场性的平衡状态,对疾控中心卫生实验室发展划分为依靠技术服务补充收入、政策引导增强公益性和完全退出检测服务市场三个阶段。疾控中心卫生检测费取消后,如果保留社会委托检测业务工作,需解决的问题有:检测经费需财政支持、免费检测服务提供数量有限与市场需求不断增长存在矛盾、扭曲市场竞争机制等。如果取消社会委托检测业务工作,面临的问题有:部分原有检测能力闲置、退出造成市场空白、与疾控中心基本职责不符等。在国家事业单位分类改革背景下,对疾控中心改革将强化其公益属性,建议疾控中心卫生实验室调整内部资源配置和检测业务结构,逐步退出第三方检测服务市场,将满足行政部门的监测调查作为实验室检测工作的重点。According to the public welfare and marketability balanced state of the health laboratory in Centers for Disease Control and Prevention（ CDC ） , the development of health laboratory in CDC could be divided into three stages：relying on technical services to supplement income, policy guidance to enhance public welfare and completely withdraw from the testing service market. After the cancellation of CDC health inspection fee, there are some problems that need to be solved if the technology service for social could be remain： financial support for Non- public detection, creating conflict between limited output and endless growth demand, distorting the market competition mechanism. It would also bring some problems when technology service for social is canceled： some of the original testing capabilities are idle, withdrawal from market will lead a industry gap, making inconsistent with the basic responsibilities of CDC. Under the background of national classification reform of public institutions, the reform of the CDC will strengthen its public welfare feature. It is suggest that health laboratories in CDC should adjust internal resource allocation and business structure, withdraw from the third party detection market and satisfy the demand of surveillance from administrative departments.
