摘  要:我国现行的流域水环境监测模式多将一个完整的流域人为分开,从流域管理机构到行政区域上责权交叉多,难以统一规划和协调。近些年,随着水专项的实施,流域水环境监测与评价模式以基于水生态功能分区的重点流域水环境网络体系建设综合研究为主线。为此,研究基于水生态功能分区的水环境监测网点位布设,建立流域水环境监测指标体系、评价体系,提出水环境监测网络运行管理和动态调整机制,从而建立与水生态功能分区有效衔接的流域水环境监测网络体系,可整体促进我国流域水质目标管理向水生态健康管理的重大转变。An integrated river basin is separated artificially by current water environment monitoring mode.So the Unified planning and coordination is difficult to be realized because of the multiple overlap of power and responsibility from river basin administrative organization to administrative region.With the implementation of water project,the mode of Monitoring and evaluation of watershed water environment focused on the Network System Build of water environment of major river basins based on Water ecological function regionalization is the main clue of recent research.So the research of water environment monitoring network layout based on the Water ecological function regionalization,the establishment of Monitoring index system and?evaluation system of Watershed water environment,the presentation of Water environment monitoring network operation management and dynamic adjustment mechanism,the establishment of watershed water environment monitoring network system effectively connected with the Water Ecological Function Regionalization can promote as a whole a major change of water quality target management in China to water ecological health management.
