摘  要:房屋租赁市场是房地产市场的重要组成部分,但我国房屋租赁市场发展缓慢已成为制约房地产市场健康均衡发展的关键因素。本文研究发现,激励缺失是我国房屋租赁市场发展缓慢的主要原因。文章运用新制度学中制度激励理论,分析发现租购同权改革有利于改善我国房屋租购市场失衡现状,推动房屋租赁市场加快发展。并且,采用定量的分析方法,运用房屋租售比和房价租金比两个指标,深入剖析房屋租售市场发展严重失衡的现实,并从租购同权改革入手,提出了完善房屋租赁市场政策设计与制度安排、优化城市公共服务资源、健全房屋租赁法规体系、建立居民房屋租赁信息系统的对策建议,以促进我国房屋租赁市场快速发展。The housing rental market is an important part of the real estate market, but the slow development of China's housing rental market has become a key factor restricting the balanced and healthy development of the real estate market. This paper finds that the lack of incentive is the main reason for the slow development of the housing rental market in China. Based on the theory of institutional motivation in the new system, the paper finds that the reform of the right to rent and purchase is conducive to the improvement of the imbalance in the rent and purchase market, and to accelerate the development of the rental market in our country. In addition, it applies the quantitative analysis method to analyze the reality of unbalanced development of housing rental market by using the two indexes of rental/sale ratio and price-to-rent ratio. It starts from the reform of the same right of rent and purchase, and puts forward some countermeasures like the promotion of housing rental market policy design and system arrangement, the optimization of urban public service resources, the improvement of house rental regulations, and the establishment of residential house-leasing information system to accelerate the development of housing rental market in our country.
