摘　　要：政府公共性以维护政治稳定、巩固社会认同基础与保持经济增长提高公共财政能力为追求目标。文化发展必须坚持马克思主义文化发展观,摆脱民族文化作为简单工具或手段的认识偏颇,认清地区民族文化与国家民族文化的辩证统一关系,在民族文化发展上政府需要有更多的着力点,这本身也是政府公共性的题中应有之义。Government publicity- is in the pursuit of political stability to consolidate basis of social identity and economic growth to improve the ability- of public finance, the cultural development must adhere to the Marxist cultural concept, get rid of an understanding bias in ethnic culture being a simple tool or means, identify- the dialectical unification between ethnic culture and national culture, gov- ernment should focus more attention on the development and innovation of ethnic culture, that is also the righteousness of government publicity.
