政府精准扶贫绩效管理水平评价指标体系的构建研究

摘　　要：精准扶贫是实现全面建成小康社会过程中党和政府的重要工作内容。在研究政府绩效评价指标体系的基础上,针对目前政府精准扶贫中面临的问题,结合4E评价理论和关键绩效指标评价方法,提出了政府精准扶贫绩效管理水平评价体系。该体系从经济、效率、效果和公平4个方面确定了26个评价指标。该指标体系为政府进行扶贫效果量化评价提供了参考依据,有利于提升政府管理水平及精准扶贫效果。Accurate poverty alleviation is an important job of the Party and the government in building a moderately well-off socie- ty in an all-round way. Based on the government performance evaluation index system and the issues of government＇s precision poverty alleviation, combined with the 4E evaluation theory- and the key performance evaluation index evaluation methods, in terms of the gov- ernment＇s accurate poverty alleviation performance management evaluation, the paper proposes a system for the evaluation. The indica- tor system established 26 evaluation indicators, covering four aspects which include economy, efficiency, effectiveness and equity-. It provides a reference for the government to quantify- the effect of poverty- reduction. This index system is also conducive to improving the level of government management and promoting the effect of precision poverty alleviation.
