摘　　要：以云南省及其下辖16州市为研究对象,构建了环境经济核算的数理分析框架,以刻画环境污染带来的价值量损失,并与地区生产总值进行对比分析,得出以下结论 ：（1）云南省环境污染损失低于全国其他省份30%左右;（2）水环境退化损失高,特别是污染型缺水损失达到150亿元;（3）大气环境质量优良,但治理投入明显不足;（4）特定区域的环境退化与经济发展水平低的错配问题应特别重视。由此,建议进一步推动环境经济核算在环境绩效考核、环境规划、生态补偿、环境项目绩效评估等具体政策实施中的应用,使云南省在生态环保体制改革中走在全国前列,凸显云南省生态文明建设排头兵的战略定位。The paper constructs the intergraded system of environmental economic accounting （SEEA） in order to quantitatively account the environmental loss by currency value on 16 states level and Yunnan Province level. The results are given hereby： （1） The environmental pollution loss of Yunnan is lower than other provinces about 30%; （2） The water environmental degradation loss is the main loss and especially water shortage loss goes upon 15 billion RMB/year; （3） Air environmental quality is quite good otherwise air pollution control investment insufficient; （4） We should pay special attention to the parallel of environment degradation and low rate economic growth in specific regions. Therefore, to further promote the application of SEEA, integrate SEEA into environmental performance appraisal, environmental master planning, ecological compensation, environmental project evaluations and extent SEEA application area are advised in future environmental policy reformation.
