“一带一路”倡议下文化遗产国际区域合作的法律思考

摘　　要："一带一路"倡议的提出和"丝绸之路"世界遗产的成功申报,为我国开展文化遗产国际区域合作提供了有利契机。以此为基点,我国文化遗产的国际合作实践突破了以往倚重国际公约的既定保护模式,在合作框架、范围及方式上都有了极大的发展,但还存在国际公约的带动作用有限、区域合作具体制度有待深化以及文化遗产合作的独立价值未能彰显等问题。当务之急,是应当通过加强利用传统公约合作机制、深化区域平台合作机制、倡导文化遗产独立合作机制三重步骤,重构我国今后的文化遗产国际区域合作之路。The proposal of the ＂ Belt and Road＂ Initiative and the successful declaration of the ＂ Silk Road world heritage have provided an advantageous tion of cultural heritage. Based on this, the practice of through the established model that relied on international for China to carry out international legional cooperaour country＇s international cooperation has broken conventions in the past. There has been gloat development in the framework, scope, and methods of cooperation. However, some problems still remain to be seriously resolved, which include how to further promote the role of international conventions, how to deepen the specific regional cooperation systems, and how to manifest the unique value of cultural heritage cooperation. It is very important to reconstruct China＇s future cultural heritage international regional cooperation by strengthening the use of the traditional convention cooperation mechanism, deepening the regional platform cooperation mechanism and advocating an independent cultural heritage cooperation mechanism.
