摘　　要：美国总统科学顾问委员会(PSAC)以其独特的运行机制、职能属性和政策成就,成为美国冷战时期科技政策史中的线索机构。本文对PSAC主导的科技政策以科学技术、科学伦理、科学价值三个维度进行成就评估,同时对PSAC的双重职能属性做政策价值取向的深入分析。时至今日,PSAC提供的科技政策咨询仍然具有现实借鉴意义。本文通过对PSAC的发展过程进行分析,总结得出若干结论,对当今中国科学咨询机构的建制提出若干建议。The President’s Science Advisory Committee （PSAC） became the clues institution during the cold war with its unique operation mechanism, function characteristics and policy achievement. The scientific policies dominated by PSAC should be assessed by the three dimensions of science, scientific ethics, scientific value. Combined with the dual-function property of PSAC, it explored the value orien-tation of the policies. Nowadays, the scientific policy consulting of PSAC still possesses the realistic significance. This paper puts forward some suggestions about the institutionalization of Chinese scientific advisory through the process of the development of PSAC.
