关于激发公安文职管理人员工作动力的实践和思考

摘　　要：警察文职制度是现代警察制度的重要组成部分。我国实施公安文职雇员制度,是公安机关推进现代警务机制、改革人事制度、创建有效政府的一次尝试。自从2004年上海市公安局推行公安文职制度以来,吸引了一批优秀社会人才加入公安文职队伍,也成为维护全市社会治安稳定的一支不可或缺的辅助力量。目前我国公安文职雇员制度还存在一些先天性不足,我们应充分发挥文职管理人员工作动力,形成文职队伍的完整管理体系,并在实践中不断发展和完善。The civilian staff is an important part of employee in public security organ. In new situation, it＇s impossible to enlarge the police staff on a large scale, it＇s feasible that the public security organs try out the employment system of the civilian staff so as to strengthen the police power at the basic level and in frontier public security units, and relieve the shortage of the police power. We should use the experience of other countries for reference in order to improve and perfect the employment system of the civilian staff in public security organs.
