摘  要:利用1998年至2015年安徽、江苏两省的相关统计数据,对两省人力资本对经济增长的贡献问题进行了实证研究。结果表明,安徽省人力资本存量及产出弹性系数远低于江苏省,人力资本对经济增长贡献度低是造成安徽省经济发展水平低于江苏省的主要原因。通过进一步分析发现,安徽省人力资本存量及产出弹性系数低的主要原因是教育经费投入不足、劳动者平均受教育程度低、高学历高技术人才占比低。基于此,安徽省应积极筹措资金增加教育经费整体投入,大力发展各层次教育,特别要重视发展高等教育,在提高劳动者平均受教育程度的同时培养更多高学历高技术人才。Using statistical data of Anhui and Jiangsu provinces from 1998 to 2015, this paper empirically studies the contribution of human capital to economic growth in both provinces. The results show that the stock and output elasticity coefficient of human capital in Anhui province is much lower than that in Jiangsu province, and the low contribution degree of human capital results in slow economic development of Anhui province compared with that of Jiangsu province. Further analysis finds that low stock and output elasticity coeffi- cient of human capital results from under-investment of educational appropriations, low average education level of workers and low pro- portion of high degree of technical talents in Anhui province. Based on these results, the policy advice is proposed that Anhui province should increase educational appropriations through active financing, develop education at all levels with greater effort, especially higher education, and boost average education level of workers while increasing the proportion of technical talents with higher education.
