培训与扶持并重的农村实用人才队伍建设研究

摘　　要：教育培训与政策扶持是政府加强农村实用人才队伍建设的两大核心手段。在对全国5省9县(市、区)356名政府、乡村干部和新型农业经营主体调研的基础上,利用统计分析方法,对当前农村实用人才队伍建设存在的主要问题和影响因素进行了分析识别,提出农村实用人才队伍建设要强化教育培训与政策扶持的衔接融合,当前要进一步完善农村实用人才队伍建设的组织管理,加强对农业基础设施、金融服务和社会服务体系建设等的政策支持。Training and policy support are the most important means for the government to development the team of rural practical talents. The data was got through questionnaire investigation and interview to 356 government officials and new agricultural management,which covers 9 counties in 5 provinces of China.The primal problem and influence factors in rural practical talents are analyzed and identified by statistics;Policy suggestions for combining training with policy support are put forward,for example strengthen agricultural infrastructure,financial services,social service systems and administrative organization management.
