摘　　要：国际金融危机倒逼主要经济体纷纷推出经济驱动战略刺激经济转型升级,中国政府在提出"中国制造2025"战略的同时,深化双向并立的高等教育体系改革,时代主题悄然由"和平与发展"转向"改革与创新",以上三大变化构成了应用型大学建设的整体背景。应用型大学作为高级工程师人才的摇篮,在新形势下同时肩负着经济转型升级的重要动力源、区域经济社会发展的协同创新中心两大新职能,是部分中下游研究型大学转型、应用型本科升级和民办高校跨越发展的奋斗目标。应用型大学建设应更加重视软实力建设即培育校园特色职业文化,坚守高校的精神家园;强化硬实力建设即培育一流的学科专业集群,提升应用型大学的核心竞争力;突出创新力培育即持续增强创新应用研究,推动市场导向的产业融合。The international financial crisis forced the major economies have launched economic stimulus driven strategic economic restructuring and upgrading, China government proposed ＂reform of higher education system＂ and ＂China manufacturing 2025＂ strategy and deepen two-way independent, quietly by the theme of ＂peace and development＂ to ＂reform and innovation＂ , more than three changes constitute the overall background construction application oriented university. As the cradle of the Application-oriented University senior engineer, under the new situation, while shouldering the important power of Collaborative Innovation Center, regional economic and social development and economic transformation and upgrading of the two new functions, is part of the research university in the middle and lower reaches of the transformation, upgrading and application oriented Private Colleges Development goals. The construction of application-oriented universities should pay more attention to the cultivation of cultural soft power construction occupation campus characteristics, adhere to the spirit of their homes; strengthen the hard power construction which is to cultivate first-class discipline cluster, enhance the core competitiveness of the university; innovation is to continue to enhance the cultivation of outstanding application research and innovation, promote market-oriented industrial integration.
