新型城镇化进程中失地农民有效补偿机制研究——基于社会排斥理论视角

摘　　要：城镇化是现代化的必由之路。推进城镇化是解决农业、农村、农民问题的重要途径,对全面建成小康社会、加快推进社会主义现代化建设具有重大的现实意义。本文以云南省昆明市官渡区六甲乡新二村民委员会征地补偿为例,针对新型城镇化进程中农村失地农民的补偿情况及存在的主要问题进行了深入分析,并试图从社会排斥理论视角出发,结合产权理论和委托代理理论来探讨失地农民补偿现存问题的深层次原因,以此构建权益保护、利益保护以及社会融入的失地农民有效补偿机制,真正让失地农民实现"土地换保障"的基本目标。Urbanization is the inevitable way to modernization. Promoting urbanization is an important approach to solve rural issues relating to agriculture,countryside and peasants,and it is of great practical significance to implement the ＂moderate prosperity＂ program in an all-round way and speeding up the socialist modernization. Taking land acquisition compensation for example,which happened in Xiner village committee of Liujia township in Guandu district,Kunming,Yunnan Province,the article conducts in-depth analysis on the land acquisition compensation for landless peasants and existing problems in the process of new urbanization,and tries to explore the deep-seated causes accounting for the existing problems met by the landless peasants through multi-perspective of social exclusion theory,property right theory and agency theory,so as to construct an effective compensation mechanism of rights protection,benefit protection and social inclusion,which are supposed to help the landless peasants to realize the fundamental goal on ＂land-for-security＂.
