摘  要:在美国少数民族大学生贫穷人数较多、美国劳动力结构变化的现实和多元文化教育理论背景下,美国于1999年实施了为期20年的专门针对少数民族大学生的资助计划,即"盖茨千年学者计划",并取得了显著成绩。"盖茨千年学者计划"对少数民族大学生学业成绩的提高和领导能力的发展有积极的促进作用;证实了少数民族学生也可以取得很高的学业成绩;获奖者毕业后在社会中发挥了积极的作用,对美国社会的影响逐渐显现。"盖茨千年学者计划"对中国少数民族大学生财政资助的启示是:明确导向,将资助与国家需要领域的人才储备相结合;建立专门针对少数民族大学生的奖学金;重视少数民族大学生财政资助的综合功能。In the background of the large number of financially-disadvantaged college students in the United States,the background of the changes in the structure of American labor force and the background of multicultural education theory,the United States implemented a 20-year subsidy program for college students of ethnic minorities in 1999——"The Millennium Scholars Program",which has achieved remarkable results.The studies of the American scholars show that the Gates Millennium Scholars Program improves the academic performance and leadership development of ethnic minority college students,and confirms that the minority students can also achieve high academic performance,and the scholarship winners have played an active role in the society after graduation and their impact on American society gradually appears.The reasons of the Gates Millennium Scholars Program's success are that it has sufficient funding,focuses on the comprehensive effect of the plan and has many partners.The enlightenment of financial support for ethnic minority college students in China are as follows:clear orientation,combining the support with the talent pool of the national needs,establishing the scholarship for minority college students and paying attention to the comprehensive function of the financial aid of ethnic minority college students.
