政府介入情景下产学研协同创新合作模式的博弈分析

摘　　要：本文运用博弈理论,分别对技术转让与合作开发两种合作模式在纯市场行为和政府介入情景下产学研合作模式做博弈分析。首先构建了纯市场行为产学研合作模型;然后引入政府行为,构建了政府介入情景下的产学研合作模式博弈模型,通过数值模拟描述了产学研合作模式的路径选择。研究表明:政府介入情景下的产学研合作模式选择中的利润分配系数的取值范围相对于纯市场行为更大,政府介入情景下技术转让的交易价格的上限变大,会增强学研方与产方合作意愿,有利于调动产学研双方合作的积极性和主动性,增强双方合作愿意,提升研发能力,增加各参与主体及社会经济效益。Using the game theory, the article analyzes the collaborative innovation cooperation models of enterprises, universities and research institutes under the condition of government intervention and pure market behaviors, respectively. Two main cooperation models, technology transfer and joint development, are considered during analyzing. Firstly, the cooperation model is built under the condition of pure market behaviors. Then, government behaviors are introduced, and game model of cooperation models among enterprises, universities and research institutes is established under the condition of government intervention. Through the numerical simulation, the article describes path choices of cooperation models for enterprises,universities and research institutes. Research shows that the range of profit disposition coefficient and the upper limit value for bargain price are both larger under the condition of government intervention than pure market behaviors,which can bolster their willingness and stimulate their initiative to cooperate between enterprises and university-research institutes. Establishing relations of cooperation can improve their research and development capabilities,and finally achieve their purpose to increase economic and social benefits.
