摘 要:依据绩效评价体系六要素对英美高校社会科学教师科研绩效评价体系进行比较,英国评价主体由多层次评估小组组成,美国由联邦政府、研究者和普通民众组成;英国评价客体为成果、影响力和环境,美国为成果、能力和贡献;英国评价目的旨在追求卓越,美国强调促进经济社会发展;英国评价标准围绕质量、价值和可持续性进行设计,美国围绕质量、价值和影响;英、美均采用专家评审为主、数据计量为辅的评价方法;英国实行建制性评价,美国实行民主评议制。我国高校社会科学教师科研绩效评价体系的建立应以同行专家为主体、社会影响为重要客体、目的明确为前提、质量导向为关键、制度完善为保障。The author compared the assessment system of scientific research performance of university teachers in social science in UK and US around six elements:the UK evaluation subject is composed of multi-level evaluation team,while the US evaluation subject is composed of the federal government,researchers and ordinary people;the UK evaluation object includes achievements,influence,and environment,and the US evaluation object includes achievements,capabilities,and contribution;the UK evaluation purpose is to pursue excellence,and the US evaluation purpose is to promote economic and social development;the UK evaluation criteria are designed around quality,value and sustainability,while the US evaluation criteria are designed around quality,value and impact;both UK and US adopt the evaluation method of expert evaluation and data measurement;the UK adopts a system of evaluation,and the US adopts a democratic evaluation system. The assessment system of scientific research performance of Chinese university teachers in social science should be based on peer experts as the main body,social influence as an important object and purpose as a prerequisite,quality orientation as the key,and a perfect system as the guarantee.
