摘  要:世界一流大学和学科存在形式和实质两套标准,前者要符合量的要求,后者则体现为质的规定。"双一流"是大学办学质量持续提升和不断发展的结果。政府与大学及其校长存在一种明示或隐含的契约关系。以激励契约理论为指导,政府作为委托人,可以采取在明确等级秩序基础上鼓励竞争、不同类型大学开展混合比赛、惩罚激励与奖励激励相结合等策略,激励大学及其校长不断提高办学质量,为推进"双一流"建设和高等教育强国建设夯实基础、牢固根本。There are the formal standards and substantive standards to judge the world's first-class universities and disciplines.The former should meet the requirements of the quantity,while the latter is a qualitative dimension. The "double first-class"is the result of the continuous improvement and continuous development of the quality of a university. There is an explicit or implicit contractual relationship between government,universities and their presidents. According to the incentive contract theory,government,as a client,can motivate universities and their presidents to improve the school-running quality and promote the"double first-class"construction by encouraging competition based on clear orders,carrying out a mixed game among different types of universities and using comprehensively punitive incentives and the rewarding incentives.
