求解政社合作中的交易成本之困——基于顺德社会创新中心的个案研究

摘　　要：政府购买服务本质上是一个合同问题,需要从交易费用理论的视角加以探讨。在中国地方政府购买服务的初期,政府和社会组织都面临着高昂的交易成本。从政府方面来看,主要有合同交易前巨大的信息搜寻费用、合同交易中较高的谈判成本和合同签订费用、合同交易后较大的监督成本。从社会组织方面来看,主要有合同交易前巨大的公关营销成本、合同交易中缺乏足够的谈判能力、合同交易后巨大的应急处理成本。广东省佛山市顺德社会创新中心这一法定机构的探索有助于架起政府与社会组织之间的沟通桥梁,化解政社合作中的交易成本困境,如充当社会组织的孵化器,打牢服务外包的市场基础,减少政社合作的不确定性;通过搭建信息共享平台、交易平台和监督平台,较有效地解决了交易双方的信息不对称性,有利于减少逆向选择和道德风险。Government procurement of services is essentially a contract problem which needs to be discussed from the perspective of transaction cost theory. In the early days of services procurement in the local government, both government and NGOs faced high transaction cost. From government perspective, there are huge cost in information search, bargaining and signing in the process of contract transaction, and supervision after signing the contract. From NGOs＇ perspective, there are huge marketing cost, the lack of enough bargaining power, and the huge emergency handling cost of contract transaction. The practice of the statutory body named Shunde Social Innovation Center in Foshan City of Guangdong province is conducive to the setting up of a bridge of communication, and to the resolution of the dilemma of transaction cost in the cooperation between the government and NGOs. These centers can serve as the incubator of NGOs, which is beneficial to the formation of a good market base for service outsourcing, and reducing the uncertainty of the cooperation between government and NGOs. By building information sharing platform, trading platform and supervision platform, the information asymmetry of trading parties is effectively solved, which helps to reduce adverse selection and moral hazard.
