公共外交视角下的日本JET项目

摘　　要：从公共外交视角看,日本JET项目(包括其前身的MEF制度和BETS计划),从起步至今经历了三个阶段。最初阶段主要目的在于提高外语教学水平,基本上不具有公共外交功能。第二阶段,项目充实了国际交流内容,公共外交作为附加功能开始显现。进入21世纪后,日本政府开始将培养亲日派、知日派作为项目的重要功能,使得JET项目成为日本公共外交的主力选手。项目的公共外交功能经历了从不被认识到备受重视,从自发到自觉的变化过程,其成功经验对我国实施涉外项目具有很好的借鉴意义。From the perspective of public diplomacy, the JET Programme （The Japan Exchange and Teaching Programme） , along with its previous MEF System and BETS Plan, has undergone three stages since its initiation. The preliminary stage aims to improve the proficiency of foreign language education, fundamentally ignoring the function of public diplomacy. With the enrichment of international exchange in the second stage, public di- plomacy comes to gradually play a partial role in this programme. Since the entry into the 21st century, the JET Programme has become the main means of Japan＇ s public diplomacy as the cultivation of Japanophiles and Japan specialists is regarded as its significant role by the government of Japan. The role of this programme as public di- plomacy, from the unrecognized to the most cherished, has been exploited consciously since its spontaneous awareness, and its success is of significant reference for China to implement the international programme.
