浙江遂昌县苏村堰塞湖抢险处置方案及成效

摘　　要：受台风"鲇鱼"影响,2016年9月28日浙江遂昌县苏村发生山体滑坡,滑坡体堵塞河流形成的堰塞湖除自身有漫顶溃决风险外,为搜救失联人员带来巨大困难。根据山体滑坡抢险救援总体需求和堰塞湖抢险处置条件,提出了"先北槽南降、再南槽北降"的"双槽"抢险处置方案,在实施过程中,根据抢险态势依时序分为"下槽截引""北槽南降""南槽北降"3个步骤。采用"双槽三步"方案快速解除了堰塞湖溃决风险,同时为搜救失联人员等创造了条件,圆满完成了堰塞湖抢险处置任务,也为类似堰塞湖抢险处置提供了成功案例。In September 28,2016,landslides triggered by typhoon ＂Megi＂ buried Sucun village,and the river nearby was blocked forming barrier lake in Suichang County of Zhejiang Province. The emergency response tasks were focused on reducing the dam-break risk and rapid rescuing of the buried people. According to the overall demands of landslide rescue and the conditions of the barrier lake,a new technology of＂ double grooves ＂emergency response plan was proposed and carried out in timed sequence with three steps. As a result,the risk of dam-break in the barrier lake was relieved rapidly and created the advantage conditions to search missing people. The emergency management measures are successful. It provides great value to similar cases.
