十三五规划下京津冀区域医师多点执业的调查与分析

摘　　要：目的:了解十三五规划下京津冀区域医师多点执业现状,为京津冀区域医疗服务一体化协同发展提供参考依据。方法:采用定性与定量相结合的方法进行田野调查,对北京、天津和河北保定三地488名符合条件的医生进行问卷调查,对6位医疗机构管理者和随机抽取的30名就医患者进行深入访谈。结果:医生群体了解医师多点执业相关政策的为38.6%,知道但不了解相关政策的为55.7%,不同性别、年龄、学历医生之间差异有统计学意义(P<0.05)。6名医疗机构管理者多数(2/3)支持医师多点执业,就医患者83.3%(25/30)支持医师多点执业,488名医生中有68.6%认为医师多点执业有必要实施。结论:医生群体和医院患者绝大多数支持医师多点执业,但医疗机构管理者也提出了现阶段存在的问题;建议政府加大对医师多点执业配套措施的实施,完善医师多点执业政策。Objective To explore the present situation of multi-site physician practice in Beijing-Tianjin-Hebei Region based on China＇s 13th Five- year Plan, and to provide a reference for the integrated development of medical services in Beijing-Tianjin-Hebei Region. Methods The qualitative and quantitative methods were used to carry out field investigation. A total of 488 qualified physicians in Beijing,Tianjin and Baoding of Hebei province Were surveyed, and 6 medical institution directors and 30 patients randomly extracted were interviewed. Results The doctors who knew about the relevant policy accounted for 38.6% of the total,and the doctors who heard about but did not know about the relevant policy accounted for 55.7 0%. There were significant differences between doctors with different genders,ages and academic qualifications（P〈0.05）. The majority of the 6 medical institution directors（2/3）supported multi-site physician practice,83.3 % （25/30） of patients supported multisite physician practice, and 68.6 % of the 488 doctors thought it necessary to implement multi-site physician practice. Conclusions The majority of doctors and patients supported multi-site physician practice. However, the medical institution directors also raised the existing problems and suggested that the government enhance the implementation of the related measures of multi-site physician practice, and improve multi-site physician practice policies.
