摘 要:源头地区通常具有较好的生态环境质量,但区域经济基础较为薄弱,环保基础设施建设相对落后,因此在治理措施的安排需更注重合理性、科学性。文章以遂昌县为实例,提出基于目标管理的水污染减排多目标优化方式,研究在实现环境质量目标的前提下选择成本投入最小的治污减排措施组合,为今后源头地区更为合理地推进阶段性污染治理措施提供参考。The headwater area usually has a better ecological environment quality,a relatively weak regional economic base and relatively backward environmental protection infrastructure. Therefore, it is necessary to arrange more rational and scientific governance measures. Taking Suichang County as an example, this paper proposes a multi-objective optimization method for water pollution emission reduction based on target management. It studies the combination of the minimum cost of pollution control and emission reduction measures under the premise of achieving the environmental quality goal,and provides a reference for more rational measures to promote the treatment of stage pollution in the source area.
