摘 要:目前,针对建设项目的环境影响经济损益分析尚未形成专门的技术规范并缺乏可操作的指标体系,直接影响环评质量并间接影响到项目的环境审批决策。遵照以环境质量改善为核心的环境管理工作要求,提出应重点围绕水、大气、土壤、噪声及生态等环境要素,针对建设项目全生命周期(建设期、运营期、退役期)的生态和环境影响进行经济损失和收益分析,从经济价值评估角度将分析指标划分为质量型、功能型、健康型、安全型等四大类,以此构建了环境影响经济损益分析指标体系,并以煤炭开采项目为例进行了应用研究。研究结果表明,依托指标体系开展建设项目环境影响经济损益分析,能够增强环评中损益分析的系统性与科学性,有助于提高环境审批与综合决策的水平。The lack of specialized technical regulations and operational index system for the economic cost-benefit analysis on environmental impact in construction projects at present has direct effect on the quality of environmental impact assessment as well as indirect influence on approval and decision-making. According to the environmental management requirements in the new period,the cost-benefit analysis on environmental impact is supposed to contain the environmental influence on the whole life cycle of construction projects( construction,operation and decommission period) with the core of environmental quality improvement. This study focused on the environment factors of water,air,soil,noise and ecology,with the combination of Three Action Plans for Pollution Prevention and Control and consideration of the environmental impact of the whole life cycle to establish the index systems for the economic cost-benefit analysis in the environmental impact assessment of construction projects. Using the index system to identify and quantify the environmental impact of construction projects,and accounting for its economic value can make the cost-benefit analysis more systematic and normative,which will also enhance the scientific level of comprehensive approval and decision-making.
