摘 要:培训成本及员工的高流动性造成了企业对员工继续教育投入的不足。国家应当利用大数据分析,从政策上制定约束性的培训计划,并对培训成本进行利益补偿,以激发企业和员工开展继续教育的积极性。政府应当根据人才需求的大数据分析进行持续性的区域性人才供求调研,并据此制定区域性人才发展规划。以税收优惠、财政补贴等方式,将企业对员工培训的外部效应内部化,促使区域内的行业企业关注员工的继续教育,增加对人力资本的投入,使继续教育更好地服务于经济结构的转型升级。The training costs and the mobility of the staff have caused the shortage of the enterprise's further-education. The state should make use of the big data analysis to establish the restrictive training plan, and make benefit compensation for training costs to stimulate the enthusiasm of enterprises and employees for further education and training.The government should establish a sustainable regional talent supply and demand survey based on the talent needs of the big data analysis, according to this, constitute the regional talent development plan. With tax incentives, financial subsidies and other ways, the enterprise will interiorize the external effects of the employee training,?promote the industry within the region to concern the further-education of employees, and increase investment in human capital, in order to make further-education better serve the transformation and upgrading of economic structure.
