摘　　要：目的基于核心胜任力构建军队非现役文职护理人员灾害救援课程体系。方法采用德尔菲法建立军队非现役文职人员灾害救援课程体系。结果共发放2轮专家咨询,有效回收率分别为92.3%和96.2%,权威程度系数分别为0.829和0.796,专家协调系数为0.125~0.738。军队非现役文职护理人员灾害救援课程体系包括灾害救援基础理论与技能知识、常见灾害事故的应急与处置、灾害救援模拟演练3部分,共包括3个一级指标、16个二级指标、65个三级指标,三级指标的变异系数为0.076~0.190。结论军队非现役文职护理人员灾害救援课程体系各级指标条目专家意见集中,研究结果可信度高,所构建的指标体系能为编制军队非现役文职护理人员救援培训方案、缩短非现役护理人员与现役护理人员综合素质差距,以及提升军队护理救援队伍实战救治能力和医院整体卫勤保障水平提供参考依据。Objective To construct a disaster rescue course system for the non-active duty civilian nurses based on core competency.Methods Delphi method was adopted to establish the disaster rescue curriculum system for non-active duty civilian personnel.Results Two rounds of expert consultation were carried out,with the valid response rate of 92.3%and 96.2%.The coefficient of authority was 0.829 and 0.796,and the expert coordination coefficient was 0.125-0.738 respectively.The disaster relief curriculum system for non-active duty civilian nurses includesd basic theory and skill knowledge,common disaster emergency response,3 parts of disaster rescue drill,with a total of 3 gradeⅠindexes,16 gradeⅡindexes and 65 gradeⅢindexes.The variable coeffcient of indexes was 0.076-0.190.Conclusion Experts have quite agreed on all indexes and items of the disaster rescue curriculum system for non-active duty civilian nurses,with quite good reliability of the research results.The constructed index system can provide a strong basis for the preparation of the nonactive duty civilian nurses training program,shortening the overall quality gap betweene non-active duty civilian nurses and active duty army nurses,and enhancing the actual combat and rescue abilities of army nursing team and medical support level of hospital.
