摘 要:欧洲的教育发展较为先进与完备。为解决师范教育正外部性特征所造成的师范教育供求失衡情况,欧洲各国在吸引优秀生源接受师范教育和招募优秀人才从事教师职业等方面采取了多种措施。目前,我国教师队伍建设不能满足全面提高教育质量的新要求,特别是西北民族地区基础教育师资水平较低,严重制约了当地教育事业的发展。通过对欧洲师范教育政策共性的梳理,可以为我国西北民族地区师资水平的提升提供治理方法上的启示。The education in Europe has developed quickly and perfectly. In order to solve the problem on imbalance of supply and demand bring by the externality of normal education, the government of these countries have taken many effective measures to attract outstanding students to go to normal schools and attract talented people engaged in teacher's career. At present, the construction of teachers' quality in our country can not meet the new requirement of improving the quality of education career, especially in north-west regions where the development of local education has been restricted by the low quality of compulsory education teachers seriously. A review on the common characteristics on normal education of European counties can be for our reference to improve the normal education of northwest minority areas on the aspect of management methods.
