摘 要:中国终身教育宏观发展存在三个基本问题:中央与地方关系问题、区域发展不均衡问题和国民教育体系与终身教育关系问题。这三个问题的解决是构建终身教育体系的前提。中央与地方关系改革、区域发展差异和终身教育发展的功利性目标,为解决这三个问题提供了社会基础和条件。据此,中国终身教育发展将遵循三条宏观路径:中央为主导、地方为主体的互动发展模式;自西向东梯度推移的区域非均衡协调发展模式;各级各类教育渐次融入终身教育体系的发展模式。There are three basic issues in the macroeconomic development of lifelong education in China: the relationship between the central government and the local government,the unbalanced regional development,and the relationship between the national education system and lifelong education. The solution to these three issues is the premise of building a lifelong education system. The utilitarian objectives of the reform of the relationship between the central and local governments,regional development,and the development of lifelong education provide the social basis and conditions for solving these three issues. Accordingly,the development of lifelong education in China will the following three macro paths: an interactive development model with the central as the dominant and the local as the main body; a regional unbalanced harmonious development model with gradient shifting from the west to the east; an integrated development model with educations at all levels gradually blending in the lifelong education system.
