摘　　要：当前,我国民办高校收费管理制度正在进行市场化改革。政府在下放民办高校收费管理定价权的同时,面临着如何保障学生合法权益、推动"优质优价"市场机制形成及深化民办教育分类管理改革等挑战。结合政府职能改革、教育现代治理改革以及民办高校发展新形势等多种因素分析后发现,要使我国民办高校收费管理制度改革走向不断清晰,政府需明确市场在收费标准调整的决定性作用,在管理制度上转向综合治理,并不断加强过程监管和信息公开,通过价格管理提升民办高校的办学质量。At present,the tuition fee management system of non-governmental institutions of higher learning is having a market-oriented reform. While decentralizing tuition fee management of non-governmental institutions of higher learning,the government is facing some challenges,such as how to safeguard students＇ legal rights and interests,promote the formation of market mechanism of ＂high quality and low price＂and deepen the reform of classified management. Through comprehensive analysis of the reform of government functions,education and modern management and the actual situation of the development of non-governmental institutions of higher learning,it is found that,to clarify the reform of the tuition fee management system,it is necessary to clarify and exert the decisive role played by the market in the adjustment of fees and charges,turn to comprehensive governance,and continue to strengthen process supervision and information disclosure,and realize fee management guide and improve education quality.
