摘　　要：通过全局参比Malmquist指数计算中国省级农业科技创新效率及其分解变化，基于构建的地方行政长官多维度个人特质视角，考察政治因素对地方农业科技创新效率的影响，研究发现：行政长官的社会资本反向抑制农业科技创新的规模技术进步；行政长官通过教育和实践两种途径获得的人力资本分别有助于农业科技创新的纯技术进步和规模效率进步；但行政长官个人特质对最终的农业科技创新TFP值影响不显著。This paper calculates the efficiency and decomposition of agricultural science and technology innovation of China by Global-Malmquist index in provincial level. And then, it examines their impact on the efficiency of local agricultural science and technology innovation based on constructing the multi-dimensional personal traits indexes of local chief executives. The empirical results show the chief executive＇s social capital variables reverse the scale effect on technological change, their human resources acquired through educational and practical approaches contribute to technological change and scale effect on efficiency change respectively, but those personal characteristics have no significant effect on the final TFP.
