分享经济视野的国有企业改革

摘　　要：基于分享经济理论,以中国铁塔改革实践为例,对我国国有企业深化改革、发展分享经济进行研究。传统的分享经济模式是基于消费者之间的分享,分享领域涉及衣、食、住、行等方面,随着互联网信息技术的发展,其商业模式呈现从C2C到B2C再到B2B的演进趋势,呈现多种模式并存的新格局。国有企业发展分享经济有助于挖掘消费潜力,减少重复建设,提高国有资产配置效率。充分发挥以生产资料公有制为基础的社会主义制度优势,重视顶层设计,依靠政策支持,保证正确的改革方向,是国有企业发展分享经济的基础;创新采用合适的股权结构模式和公平透明的公共基础设施租赁定价机制,成立第三方公司进行市场化运营,是国有企业发展分享经济的核心;集约管理,简化资源共享流程,推进低成本高效运营,是国有企业发展分享经济的关键。Based on theory of sharing economy, thorough reform of China＇s state-owned enterprises and development of sharing economy are studied by exemplifying reform practices of China Tower. Traditional model of sharing economy refers to consumers＇ sharing of clothing, food, housing and transport. With the development internet and information technologies, its business model has tended to evolve into C2 C, B2 C and B2 B successively. Thus, it has taken on a new look that multiple models coexist. By developing sharing economy, it is helpful for state-owned enterprises to explore consumer potential, reduce redundant construction and increase allocative efficiency of stateowned assets. It is fundamental for state-owned enterprises to develop sharing economy by giving full play to strengths of the socialist system based on the public ownership of the means of production, attaching importance to top-down designs, relying on policy support and maintaining correct reform orientations. It is essential for stateowned enterprises to develop sharing economy by establishing independent third-party companies for marketoriented operations with creative application of suitable ownership structures and fair transparent pricing mechanisms for leasing public infrastructures. It is critical for state-owned enterprises to develop sharing economy by carrying out intensive management, simplifying resource sharing procedures and promoting cost-effective promotions.
