摘　　要：建设一支信念坚定、品德高尚、业务精湛、结构优化的高水平师资队伍,是地方本科高校建成一流高水平特色大学的关键和根本保障。基于2017年上海海洋大学教师思想状态为研究对象,总结地方"双一流"建设高校教师思想政治工作基本特征为:政治立场坚定、爱岗敬业、关注学校改革与自身发展、管住学生成长。面临理想信念淡化、角色定位矛盾、缺乏团队精神、学风浮躁等挑战,应该坚持理论与创新相结合、提升职业素养与提升业务能力相结合、坚持纪律与人文关怀相结合、增强教师主体意识与完善体制机制相结合,以此推进高校教师队伍建设,并为同类型高校加强和改进师资队伍建设提供参考。The construction of a high-level teaching staff with strong beliefs, high moral character, excellent business structure and optimized structure is the key and fundamental guarantee for local undergraduate colleges to build firstclass characteristic universities. Based on the investigation and analysis of teachers＇ ideological state in Shanghai Ocean University in 2017 ,this paper preliminarily discussed the basic characteristics,challenges of political work and specific countermeasures in local ＂double-class＂ construction of universities. It can provide theoretical reference for the same type of colleges and universities to strengthen and improve teaching staff construction.
