摘  要:与搭便车问题一样,成员异质性也是集体行动面临的难题之一。在对瑞典工资集体谈判案例的分析中,埃尔斯特将谈判与集体行动视作合作问题进行讨论,合作的达成需要通过谈判来克服成员异质性难题。尽管集体协商与集体谈判有着不可忽视的差异,但两者均涉及集体行动问题,埃尔斯特对集体谈判的分析提供了挖掘和总结中国工资集体协商"特色"的分析思路。将集体协商纳入集体行动研究,将有利于中国工资集体协商研究的深入分析与本土理论建构。Member heterogeneity is also one of collective action problems as free rider. In the analysis of Sweden collective wage bargaining case, Jon Elster regards bargaining and collective action as a matter of cooperation to discuss, achieving cooperation needs to overcome member heterogeneity problem through negotiation. Although there are significant differences between collective consultation and collective bargaining, both involve collective action problems, Elster's analysis of the collective bargaining provides an analytical thinking for excavating and summarizing the "characteristics" of China collective consultation. Bringing collective consultations into collective action research will be beneficial to China collective consultation study's deepening and indigenous theoretical construction.
