摘　　要：海外突发"排侨"事件应急防救机制建构研究关乎中国和平崛起,也是中国政府执政能力自信与成熟的重要表现。就突发"排侨"危机的根源而言,一般可分为两种:一是"内引力排侨",二是"外驱力排侨"。其中,"事先预防"比"事后处置"更重要,本文认为应按照海外突发"排侨"事件的"自身因素、内部因素和外部因素",建构中国海外突发"排侨"应急防救机制的"四因素模型"及实施路径。The research on the construction of overseas emergency prevention and rescue mechanisms for the＂ Caribbean＂event is related to China＇s peaceful rise; it is also an important manifestation of the Chinese government＇s ability to assert and mature its governance capacity. As far as the source of the crisis of＂ exclusive relocation＂is concerned, it can generally be divided into two types： one is＂ inside drive＂ and the other is＂ outside drive＂.As far as＂ accidents of excluding overseas Chinese＂ incident itself is concerned,＂ prevention in advance＂ is more important than＂ disposal afterwards＂, and it should be constructed in accordance with the＂ self,internal and external factors＂ of ＂ expatriation of overseas Chinese＂ incidents. The＂ four-factor model＂ and its implementation path for the＂ excluding Overseas Chinese＂ emergency response and rescue mechanism are as follows： the first is to build a comprehensive leadership coordination mechanism led by the State Council;the second is to build an education and guidance mechanism based on the Overseas Chinese Affairs Office of the State Council; the third is to construct a consular protection mechanism taking The Ministry of Foreign Affairs as the main body; and the fourth is to construct a non-governmental diplomacy mechanism based on the overseas Chinese community.
