新时期推进民间资本参与国企改革的对策研究

摘　　要：鼓励和推进民间资本参与国有企业改革是新时期国有企业改革与发展的重点问题,本文在阐述民间资本参与国有企业改革的现实条件与障碍基础上,结合发达国家民间资本参与国有企业改革的经验模式,提出民间资本分类参与国有企业改革、拓宽民间资本融资领域、加快推进垄断行业改革、积极发挥资本市场作用、创造民间资本良好投资环境等促进我国民间资本参与国有企业改革的政策建议,为民间资本与国有资本融合发展提供可行的对策思路。In the current reform of state-owned enterprises,encouraging and guiding private capital to participate in the reform of state-owned enterprises has become a key issue in the reform and development of modern state-owned enterprises. On the basis of elaborating the conditions and obstacles that private capital now have in participating in the reform of state-owned enterprises,combined with the experience of private capital in the reform of state-owned enterprises in developed countries,this paper puts forward the suggestion mode of our country' s private capital to participate in the reform of state-owned enterprises,such as non-governmental capital participating in the reform of state-owned enterprises,broadening the financing of private capital areas,accelerating the reform of monopoly industries,following the regulation of the market,playing the role of capital markets,and giving corresponding policy recommendations.
