总体国家安全观视角下新时代情报工作的新内涵、新挑战、新机遇和新功效

摘　　要：[目的/意义]总体国家安全观理论是新时代背景下对我国国家安全的重大理论创新和实践回应。那么,如何让"情报"引领并服务于国家安全、发展、创新和治理体系等方面的重大决策,从而有效发挥"耳目、尖兵、参谋"作用,是一个值得探讨的问题。[方法/过程]在总体国家安全观理论视域下,分析了我国情报工作的内涵、作用和流程,以"树状"情报结构隐喻情报工作(学)框架体系,并进一步阐述了在新时代背景下我国情报工作面临的挑战和机遇。[结果/结论]从坚持总体国家安全观出发,提出"情报工作+"的跨界和多维度的融合等举措,发挥新时代情报工作的保障、服务、支撑和引领的作用。[Purpose/significance] The Overall National Security Concept is a theoretical innovation and practical response to our national security in the new era. Therefore,the question is how to make intelligence guide and serve important decision-makings of the national security,development,innovation and governance system,and play the role of ＂ears,eyes,and vanguards ＂effectively. [Method/process] This paper analyzes the connotations,roles and process of intelligence service based on the Overall National Security Concept,and presents the intelligence system tree that represents intelligence service framework. Then,the paper elaborates the challenges and opportunities of intelligence service in the new era in our country. [Result/conclusion]The measures are put forward including the cross boundaries of intelligence service plus and multiple dimensional fusion,in order to give play to the safeguard,service,support,and lead of intelligence service in the new era.
