摘　　要：优化内部治理结构、提升组织运行效能是建设中国特色现代大学制度的核心问题。通过对教育部直属75所高校的调查研究发现,我国高校属于典型的"以合为主、合分结合"的整合型治理结构,充分体现了中国特色社会主义高校的办学特色及优势。在治理关系上,党委权力与行政权力、行政权力与学术权力、行政权力与民主权利之间关系良好,但都不同程度地存在着一些机制性障碍,影响了组织运行的效能。基于此提出的建议是,我国高校应进一步加强党的领导,完善党委领导下的校长负责制;明晰学术权力的范围和边界,切实保障学术委员会的学术决策权;创新民主权利的组织机制,充分落实教代会管理与监督的职能。Optimizing governance structure and improving operation efficiency is significant for building modern university institutions with Chinese characteristics.Through a survey of 75 university and colleges affiliated with the Ministry of Education of China,the paper found that Chinese university is primarily integratedly governed,with delegated governance acting as a supplement,which embodies the nature and advantages of socialist higher education institutions with Chinese characteristics.The power configurations political power and administrative power,administrative power and academic power,administrative power and democratic right work well,but institutional drawbacks still exist,which hinders organizational efficiency.The paper proposes that the leadership of the party be strengthened and the system of presidential responsibility under the leadership of university party committee be enhanced,the scope and boundary of academic power be clarified,the academic decision-making under the power of academic committee be guaranteed,the organizational mechanism for democratic rights be innovated and the function of management and supervision under faculty congress be fully implemented.
