近二十年来老挝灾害发生情况及防控的简介与思考

摘　　要：近年来,老挝灾害频发,呈现出自然和人为致灾因素相互联系的特点,严重威胁着老挝人民的生命和财产安全。由于经济发展水平低、基础设施滞后、社会保障体系不健全,老挝的灾害防控体系仍然较弱,主要依靠国际社会的防灾、救灾援助。本文还对老挝的防灾、减灾工作提出一些建议。Because of the changes in the global climate environment,In recent years, the Laos disasters often occur, showing the relationship between natural and man-made factors, which seriously threatens safety of the people＇s life and property. Due to the low level of economic development, lagging infrastructure and imperfect social security system, Laos＇s disaster prevention and control system is relatively weak.When the disaster comes, the international community has given assistance to Laos. Laos＇s strategic position in ＂the Belt and Road＂ is important, promote international cooperation on disaster prevention and mitigation among countries along the ＂the Belt and Road＂, it is conducive to the orderly development of the economic and trade cooperation between China and the Lao, and matches the objective needs of Laos.
