创新驱动发展战略背景下高校科研经费管理问题探讨

摘　　要：高校作为重要的科研力量,其科研经费管理改革关系重大。尽管高校科研经费管理系微观层面的事务,但其管理视野应该高远,从大的时代背景和国家创新驱动发展战略角度来设计管理措施与制度。为此,在分析总结既有的高校科研经费管理的基础上,提出从转变职能部门管理思维出发,创新服务方式、提升服务水平,并结合高校的科研经费管理现实,着重做好预算管理、绩效管理和权益管理,以促进高校科研水平与成果质量的不断提高。As an important scientific research force,the reform of scientific research funds management in colleges and universities is of great importance. Although the management of scientific research funds in colleges and universities is a micro-level affair,but its management field of vision should be high,from the big era background and the national innovation driven development strategy angle to design the management measure and system. Therefore,on the basis of analyzing and summing up the existing management of scientific research funds in colleges and universities,this paper proposes to innovate the service mode and improve the service level from the perspective of changing the management thinking of the functional departments,meanwhile,combined with the reality of the management of scientific research funds in colleges and universities,should focus on budget management,performance management and equity management,in order to promote the continuous improvement of the scientific research level and the quality of achievements in colleges and universities.
