摘 要:基于我国208个地级及以上城市的数据,以2012年第二批低碳城市试点为研究对象,运用合成控制法评估了低碳城市试点对电能消费强度的影响。结果显示:总体来看,低碳城市试点的开展降低了电能消费强度;随着试点时间的推移,试点城市降低电能消费强度的效应日益显著;对于不同类型的城市来说,低碳城市试点对非省会城市降低电能消费强度的效应更为突出,而对省会城市的效应则相对较弱;对高耗电城市,低碳城市试点降低电能消费强度的效应比低耗电城市更为明显。因此,有必要进一步推进低碳试点工作,同时在低碳城市建设中要长期规划、持之以恒,注重对非省会城市和高耗能城市的政策引导与激励。Taking the low - carbon pilot cities in 2012 for example, this essay evaluates the influences of pilot of low - carbon city on the intensity of power energy consumption by using the Synthetic Control Methods. Taking the sample data of 208 cities of China in 2002 - 2015, it is found that, on the whole, the pilot of low - carbon city can reduce the power energy consumption intensity; moreover, as the pilot time increases, the pilot effect has expanded, and its significance is also higher. For different types of cities, the effect of the low - carbon pilot on reducing energy consumption intensity of non provincial capitals is more prominent, while the effect in the provincial capital cities is relatively weak. In the cities with high power consump- tion, the effect of low- carbon pilot is more obvious than in low energy consumption cities. Therefore, it is necessary for the government to further promote the low - carbon pilot, make long - term plans and provide sustained efforts in low - carbon city construction, and pay more attention to the policy guidance and encouragement to non capital cities and high energy consuming cities.
