摘 要:温州等地兴起的企业抱团治污模式,提高了治污实效,优势明显。这一治污模式的本质是以企业为主导,在基层建立民主商谈机制。从哈贝马斯民主商谈的主体、客体、主观、客观条件考察基层治污的实现机制意义重大。在基层培育民主商谈机制,需要在更新理念、保障民主商谈的组织化、构建合理的民主商谈程序、完备信任信用考核配套机制上下功夫。"Cohesive pattern for pollution solution" becomes popular in Wenzhou and other places. It shows significant advantages by improving the pollution control effect. The essence of this pollution of "cohesive pattern for pollution solution" control model is that enterprises, as the subjects in this pattern, build up a democratic dialogue mechanism. It is of great significance to investigate the mechanism of grassroots pollution control from the subject, object and subjective and objective conditions of the Habermas' s democratic negotiation. To foster the mechanism of democratic negotiations at the grassroots level, we must make efforts to update our concepts, safeguard the organization of democratic talks, build a reasonable democratic consultation process, and complete the supporting mechanism for trust and credit assessment.
