非战争军事行动中军医的角色困境与伦理规范

摘　　要：进入21世纪以来,非战争军事行动逐渐凸显为我军重要的任务样式之一。我军医务工作者积极参与到各类非战争军事行动的任务执行中,并发挥了重要的作用。但与此同时,非战争军事行动的特殊处境也给军医带来了全新的伦理道德困惑与伦理情感冲击,因而亟需一定的伦理理论依托。军医在非战争军事行动中面临三重伦理困惑。相应地,需要遵循一定的伦理原则与伦理规范,即社会主义人道主义原则、最大生命效益原则、生物一心理一社会的整体观选择。履行军医宗旨,全力抢救伤员;区别救治对象,关怀脆弱人群;加强协同合作,勇于承担风险;谨慎创新并举,提升技能保障;改善生存条件,提高生命质量。Since the beginning of the new century,the non war military operations highlighted as one of our important task style gradually.Our surgeon are actively involved in the implementation of various non war military operations and have played an important role.But at the same time,the special situation of non war military action also brought new ethical moral confusion and ethical emotional impact to the surgeon,and thus needed some ethical theory.The surgeon is facing triple ethical confusion in non war military operations.Correspondingly,we must follow certain ethical principles and ethical norms,namely,the socialist principle of humanism,the principle of maximum life efficiency,biologicalpsychologicalsocial holistic view of choice.To implement the military medical purposes,to rescue the wounded;to identify the treatment targets,to care for vulnerable groups;to strengthen cooperation,to courage risks taken;to prudent innovation simultaneously,to enhance the skills to protect;to improve living conditions and improve the quality of life.
