共享危机情景认知与突发事件应对的多主体协调绩效——以上海外滩踩踏事件为例

摘　　要：在军事领域、航空领域、军队研究、电力行业、工业过程控制等工程学领域,共享情景认知理论对于多主体合作的促进已经得到了充分的应用和发展。然而,在网络化应对的危机情景下,共享情景认知理论对多组织协作应对危机的意义却未引起足够重视。本文梳理了危机条件下共享情景认知的影响因素和对多主体协调合作的作用机制,在此基础上建构了共享危机情景认知＂皇冠＂模型,并用该模型对2014年上海踩踏事件进行了案例分析。结果发现,理论上,相比于其他分析模型,＂皇冠＂模型更能清晰展示应急网络主体协同行动的影响因素和机制,解释危机协调的理论难题;实践上,此模型可以为应急管理工作提供明晰的改进途径。Shared situation awareness has a wide range of implication in army and combating area,aviation research,electronic industry,industry processcontrol,etc.to promote the collaboration performance.However,shared situation awareness theory has been undervalued in crisis response process,even though collaboration is highly required.Based on previous literatures,this research builds the ＂crown model ＂ to straighten out the influence mechanism among multiple factors,the shared situation awareness of different subjects,and the collaboration performance of crisis response.Take the 2014 Shanghai N ewYear Eve stampede incident as an example to carry on analysis,the result shows that,academically,＂crown model＂is more explicit compared to other frameworks,and according to the model,practitioners will better understand howto promote the coordination and crisis response performance.
