西部高等教育振兴视角下高校社会捐赠财政配比政策研究

摘　　要：振兴西部高等教育是奠定我国高等教育强国基础的需要,也是推进区域高等教育协调发展、促进西部经济社会稳定发展的要求。经费不足是西部高等教育振兴面临的紧要问题。在政府财政拨款有限、学费调整困难的情况下,大力发展社会筹资是西部高校增加办学经费、突破财政困境的可行途径。因此,要利用高校社会捐赠财政配比政策这一政策工具,在完善中央财政配比办法的同时,推进西部各省区市出台财政配比相关政策,激励和引领更多西部高校参与社会筹资,增强西部高校自主筹资的动力,提高西部高校自主筹资的成效。The revitalization of western higher education is not only the foundation for building a powerful nation of higher education,but also the requirement for promoting the coordinated development of regional higher education and the stable development of the western economy and society. The shortage of funds is a crucial issue for revitalizing western higher education. In view of the government＇s limited financial allocation and the difficulty in tuition adjustment,fundraising is a feasible way for western universities to increase their funds and resolve the financial difficulties. Therefore,the financial matching fund policy should be used as a policy instrument to promote the western provinces to release the matching fund policies while improving the central government＇s matching fund measures.As a result,more western universities can be motivated and led to participate in the social fundraising,and their fundraising motivation and effectiveness can be greatly enhanced.
