地方官员任期制的执行困境及其治理路径

摘  要:基于全国地级市党政官员正职职务任期的研究发现,地方官员任期制的执行虽解决了终身任职,却陷入了任期长短不一和调任频仍的困境,即已由固定任期权变为弹性任期。这种权变不可避免地对官员行为产生深刻影响,既激励官员提高经济绩效,也带来施政上的短期行为、各自为政、决策责任模糊和腐败盛行等弊端。究其原因,既有国家和上级掌控人事,官员以"小步快跑"策略急于晋升的主观原因,也有现行任期任用制度提供机会空间的客观原因。治理地方官员任期制的执行困境,应在深化干部人事制度改革中,以固定任期为主,辅之弹性任期,保持任期的相对稳固,合理塑造官员激励,引导官员行为,推动政府长远规划。为此要引导官员树立正确的权力观和利益观,扩大官员选举中的民主,设计协调统一的制度体系,完善官员任期政绩考评体系和监督约束机制。Based on the study of the tenure of government officials in prefecture-level cities,this paper finds that although the implementation of tenure system of local officials solves the tenure forever,it is caught in the dilemma of duration tenure and transfer of tenure,which has changed from fixed term to flexible term.Such contingency inevitably has a profound impact on officials'behavior,which not only motivates officials to improve the economic growth,but also brings about short-term behavior of governance,their own affairs,vague decision-making responsibilities,their own politics and the prevalence of corruption.The reasons lie not only in the subjective reasons that since the state and the superior deliberately control their personnel,the officials are eager to advance in the"small step-and-run"strategy,but also in the objective reason,the current appointment system providing opportunity space.In order to implement the tenure system of local officials,our main task should be prioritizing fixed term supplemented by flexible tenure,realizing relative stability of tenure of office,reasonably shaping official incentives,guiding official behavior and promoting long-term government planning in deepening the reform of the cadre and personnel system.Therefore,it is necessary to guide officials to establish a correct outlook of power and interests,expand democracy in official elections,design a system of coordinated and unified systems and improve the official performance evaluation system and supervision and restraint mechanisms.
