摘  要:打好碧水保卫战需要减排扩容。寒地河流治理需要因地制宜,充分发挥地域优势,继续开发利用氧化塘,构建污水处理厂+氧化塘与水利枢纽工程相结合的减排扩容系统;形成现代工程和传统工程系统+制度化、数字化科学管理体系。嫩江污染防治构建这套系统和体系,具有充分的代表性。To fight for clean water, we need to reduce emissions and expand capacity. The treatment of rivers in cold area should be adapted to local conditions, make full use of regional advantages, continue to develop and utilize oxidation ponds, construct an emission reduction and capacity expansion system combined with wastewater treatment plants + oxidation ponds and water conservancy projects, and form modern engineering and traditional engineering systems + institutionalized and digitized scientific management system. The system of pollution prevention and control in Nenjiang river is fully representative.
