摘 要:选取2007~2016年我国高校科技活动相关数据,构建影响高校专利产出的系统动力学模型,绘制影响专利产出要素的因果关系图,对主要因素进行仿真模拟分析。研究发现:科研机构数与高校专利产出相关性不大,课题数影响较为突出,科研人员与科研经费投入影响显著,专利转化率是提升高校专利产出规模与质量的重要手段。因此应完善我国高校专利投入产出机制,加大对高校的课题支持和科研经费投入力度,提升科研人员比例,高度重视专利的质量价值与转化成效,以促进高校高质量专利技术创新成果的持续涌现。Based the relevant data of university science and technology activities in 2006-2014,this paper builds a dynamic model of the university patent output system and draws causality diagram of factors in order to make a simulation analysis of the main factors affecting the university patent output ability. The simulation results show that the correlation is not close between the quantities of scientific research institutions and the patent output of universities; the quantity of research projects significantly affects the patent output; scientific research personnel and investment of scientific research funds play the decisive role; patent conversion rate is a very important method to encourage the patent output of universities. Therefore,China should improve the mechanism of patent investment to university,increase the scale of the university's research projects and research funding,enhance the proportion of scientific research personnel and accelerate the transformation of patent. As a result,these measures can rapidly promote the innovation of patent technology in universities.
